Freeland Drive and Rt 29 Update

The Borough has recently gotten requests to install a left turn arrow on Southbound 29 for vehicles turning onto Freeland Drive. order for PennDot to approve a left turn arrow southwest approve of Second Avenue at Freeland Square, certain conditions must be met to show that the change is warranted.  The Borough had Gilmore and Associates, Inc. perform the required analysis. The traffic counts obtained were from Tuesday March 8th and contained peak roadway hours of 7-9 Am and 4-6 PM.  The volumes were reviewed and the criteria needed to be present to justify a left turn arrow were not met.  The other major determining factor, crash history, was also reviewed for the past five years, but there was only  one crash during that time period.  In conclusion, the intersection does not meet the required criteria and a modification to our permit would not be justified.  You may read the full report and see the supporting documents here:
