Rep. Madeleine Dean and Sen. John Fetterman Recommend $3 Million Federal Investment in Collegeville Revitalization Project
Collegeville, PA – August 06, 2025 – The Borough of Collegeville is proud to announce that both U.S. Representative Madeleine Dean and U.S. Senator John Fetterman have given their support for a $3 million FY2026 federal funding request to support critical infrastructure improvements in the heart of our borough. The project, known as the Collegeville Main Street & 9th Avenue Transportation Safety & Revitalization Improvements Project, has been a collaboration between the Borough and Ursinus College. It was submitted by the Borough earlier this year and has now received bipartisan support in both the House and Senate.
Rep. Dean recommended the funding as part of her FY26 Community Project Funding (CPF) submissions to the House Transportation, Housing and Urban Development (THUD) Appropriations Subcommittee, which are highly competitive. Similarly, Sen. Fetterman has included the project in his FY26 Congressionally Directed Spending (CDS) requests to the Senate THUD Appropriations Subcommittee.
The proposed $3 million federal investment would fund transportation and pedestrian infrastructure upgrades to the 400 block of Main Street and 9th Avenue in Collegeville. These enhancements are intended to increase public safety, revitalize the Borough’s downtown business district, and support the long-standing community partnership with Ursinus College.
In December 2024 and again in March 2025, representatives from the Borough, Ms. Tamara Twardowski, Borough Manager, Gary Hoffmann, Borough Council VP, and Ursinus College President Robyn Hannigan met with Representative Dean and Senator Fetterman to emphasize the urgent need for these improvements. Project highlights include:
● Main Street Upgrades: Street repaving, new curbing, new sidewalks, a verge with street tree plantings, decorative pedestrian lighting, crosswalks, traffic calming bump-outs, and traffic signal upgrades.
● 9th Avenue Improvements: New sidewalks and curbing, a dedicated bike lane, traffic calming elements including signage and marking to improve commuter and pedestrian safety.
● Community Safety Enhancements: Upgraded security infrastructure at Ursinus College, including security cameras, additional lighting, and emergency call stations, made necessary due to increased public access through campus to the Perkiomen Trail and Main Street.
“The Borough of Collegeville is home to over 5,200 residents and is a vital center for more than 40,000 people in the surrounding region,” said Gary Hoffmann, Collegeville Borough Council Member. “We are grateful to Rep. Dean and Sen. Fetterman for championing this investment in our shared future. These improvements will enhance safety, support local businesses, and ensure our downtown and campus areas remain vibrant and secure for years to come without raising our local taxes.”
Ursinus College President Robyn Hannigan added:
“The relationship between Ursinus College and the Borough of Collegeville has never been more collaborative and constructive. We are working together in pursuit of what is best for the economic stability and long-term growth of this community, and this project is a powerful reflection of that shared commitment. We extend our sincere thanks to Representative Dean and Senator Fetterman for their continued interest and support.”
The funding request, if approved, is in addition to $3 million in Redevelopment Assistance Capital Program (RACP) grant already secured by the Borough, making a total of $6 million in project funding.
